The Government of Sri Lanka has received financing from the World Bank toward the cost of the Accelerating Higher Education Expansion and Development (AHEAD) Operation and intends to apply part of the proceeds for consultant services. The services include;

1.         Household Travel Survey for Colombo District

1.1.      Update Trip Distribution patterns for the present condition

1.2.      Update Trip timing (departure & arrival etc.) of the commuters

1.3.      Update modal split under the present condition

1.4.      Update the model parameter values such as Value of Time, transport expenses, transit-related parameters

 

2.         Modal shift behaviour under the prevailing post-pandemic and economic crises

2.1.      Develop a methodology for collecting modal shifting in the present situation

2.2.      Conduct the Revealed Preference Survey for the Western province

2.3.      Conduct the data cleaning and Initial Analysis

2.4.      Collect the secondary data available in the Sri Lankan Railway

 

3.         Big data Analysis for Travel Pattern Study

3.1.      Design, develop and deploy a mechanism to extract railway, bus and taxi GPS data

3.2.      Conduct data preprocessing including appropriate data integration.

3.3.      Validate the extracted data using suitable techniques

3.4.      Design develop and deploy analytical query engine code to extend the existing transport data analytics platform.

3.5.      Validate the data with suitable ground truth via data triangulation.

3.6.      Support the extraction of processed statistics from the Datawarehousing platform. 

 

4.         Travel pattern assessment for Rail Passengers.

4.1.      Development of survey plan & forms for capturing the travel pattern & socio-economic data of rail passengers

4.2.      Survey selected stations in the Kelani Valley line.

4.3.      Conduct the data cleaning and Initial Analysis

The objective of world-bank funded Accelerating Higher-education Expansion And Development (AHEAD) project is to expand enrolment in priority disciplines, improve the quality of degree programs, and promote research and innovation in Universities. The Ministry of Higher Education and the UGC coordinate the implementation of AHEAD, which will have branch Operations Technical Secretariats (OTS) in the universities. One of the interventions is the establishment and operationalization of University-Business Linkage (UBL) Cell for transfer of technologies from University R&D and Innovations.

The services include;

This non-consultant agrees to provide a dataset accordance with the mentioned key tasks in the following description given by the project on An Analytical Framework for Digital Social Media in Sri Lanka which is under Accelerating Higher Education Expansion and Development (AHEAD) operation.

The main duties and responsibilities of the non-Consultancy service will be to:

Preparation a Dataset from Public Twitter Data.

  • Extract Sinhala and singlish Text posts, Image posts, and Video thumbnail posts.
  • Provide a number of reactions (Like), number of Retweets, Quote Tweets, and comments for each post.
  • Provide the original post ID for each post
  • Extract comments (at least 5) of each post and number of comment reactions (Like)
  • Extract comment replies and the number of reply reactions (Like).
  • Provide timestamps of each post and comment.
  • Provide demographic data (age, gender, location, ethnicity (if available)) of the post publisher
  • Provide data in JSON format.
  • Annotate the data according to their category and severity level of hateful content (definition will be given by the research team)
  • Each post must label by at least 3 individuals
  • Provide 3,000 posts biweekly.
  • Profiles of the annotators should be provided after the selection process (Criteria will be provided by the research team)
  • Maximum amount of annotation per person is 3000
  • Provide the timestamp of each annotation which is done along with the labeled dataset.
  • Annotator ID should be provided with each labelled post
  • Assist the screening and training process of the annotators.
  • Should be able to provide about 15,000 labelled twitter post items in total as above.
  • Encouraged to maintain diversity of annotators
  • Package the entire dataset according to the data dissemination standard provided by the research team.

  • The service provider should have equipped with necessary tools to collect and annotate the data such as scraping tools.
  • The service provider should be able to demonstrate the tools if requested
  • The prior experience of preparation such dataset is a mandatory requirement

The main duties and responsibilities of the Consultancy on Inter-Faculty Resource Sharing will be to:

Proposal on upgrading staff facilities relevant for inter-faculty teaching

 

Developing cross-faculty minor degree programs via curriculum development and revision

Identify appropriate discipline minors for major degrees using cross-faculty and industry stakeholder feedback.         

Propose the sets of skills required by the employers to recruit the undergraduates through surveys and interactions with the employers.

Identify the skills supported the undergraduates to be recruited for employment

Develop the curriculum and content for each minor using cross-faculty stakeholder feedback.

Identify relevant experts and guide/ initiate them on Teaching and Learning resources development

Consultancy on implementation, monitoring and evaluation processes of the interfaculty teaching

Facilitate implementation the developed curriculum and content for each minor by providing guidelines the relevant academic staff and academic support staff.

 Develop a mechanism for encouraging undergraduates to get enrolled for minor degrees through awareness programs / workshops and seminars for undergraduates

 

Introduce a mechanism to periodical monitoring and evaluation teaching, learning and assessment on the introduced cross-faculty.

Introduce a mechanism to periodically assess the impact of minor degree programmes on the employability

Provide a set of guidelines to ensure continuation and effectiveness of the minor programmes.

 

 

The duration of the service is for 02 years from the date of signing the contract. The service provider is expected to conduct 54 sessions (three-hours) during the stipulated period.

Required Qualifications and Experience:

  • Minimum of ten years of relevant experience in serving different types of faculties (e.g. Engineering and Business faculties) and inter-faculty teaching and assessment in the higher education sector.
  • Relevant graduate and post graduate qualifications (Preferably a doctoral degree)
  • Extensive experience in program curriculum and content development in business allied areas.
  • Candidates with prior experience in the similar capacity or in a state university will be given priority.

The Government of Sri Lanka has received financing from the World Bank toward the cost of the Accelerating Higher Education Expansion and Development (AHEAD) Operation and intends to apply part of the proceeds for consultant services. The services include;

  • Designing of a module plan for the English Language Skill Development Programme.
  • Develop and implement a method to diagnose English language skills of undergraduates.
  • Providing consultancy in setting-up the writing, reading, speaking and accent training clinic.
  • Delivery of lectures and training to the undergraduates on the set modules.
  • Establishment and the delivery of training programmes to enhance student productions and improvisations in English medium to enhance socio-emotional skills.

 

 

The main duties and responsibilities of the Consultancy on English Language Skill Development will be to:

Design and development of the program plan

Prepare a 2-year work plan for the Business English Communication Skills Development Programme

Determine the program outline and the expected outcomes

Develop a method to diagnose English language skills of undergraduates

Identify suitable methods to distinguish the language capabilities of the students and categorize.

Outline language skills development programmes for each category of the students

Set-up a writing, reading, speaking and accent training Clinic

Provide program plans for writing, reading, speaking and accent training clinic

Successful delivery of content to the students via lectures and training

Supervision of the training outcomes

Ascertain the evaluation process of the students

Student productions and improvisations in English medium to enhance socio-economic skills

Identify and implement appropriate training programs for the students to enhance socio economic skills through language

 

 

The duration of the service is for 02 years from the date of signing the contract. The service provider is expected to conduct 72 sessions (three-hours) during the stipulated period.

Interested individuals must provide information indicating that they are qualified to perform the services.

Required Qualifications and Experience:

  • Minimum of ten years of lecturing experience in the education sector and adult training
  • Relevant graduate and post graduate qualifications (Preferably in English Language)
  • Extensive experience in language training and development programmes

Candidates with prior experience in the similar capacity or in a state university will be given priority

 

Required Professional Competencies:

  • Ability to lead and manage the team of Business English Communication Skills Development programme
  • Ability to improvise effective training programmes for the undergraduates
  • Ability to coordinate and facilitate implementation of processes and procedures
  • Ability to analyse and resolve implementation issues effectively
  • Ability to interact with senior academic and administrative staff in the university and undergraduates.
  • Ability to successfully deliver the module content to the undergraduates
  • Extensive knowledge on the subject content and the practical applications of the same

 

A consultant will be selected in accordance with the procedures set out in the Government of Sri Lanka’s Guidelines on Selection and Employment of Consultants-2007.

  • Defining and establishing procedures and processes for Industrial Training Division.
  • Preparation of relevant documentation and formats for the Industrial Training Division.
  • Training the staff of Industrial Training Division.
  • Establishing faculty and industry link for employability, internship and projects.
  • Providing guidance on Industry Forums/ FICB.
  • Consultancy on monitoring and evaluation processes of the Industrial Training Division

The duration of the service is for 2.5 years from the date of signing the contract.

Required Qualifications and Experience:

  • At least ten years of managerial experience in the corporate sector in Human Resource and Talent Acquisition Function.
  • Suitable graduate and/or post graduate qualifications. (Person with a MBA is preferred.)
  • Suitable professional qualification in Human Resource Management is preferred.
  • Candidates with prior experience in Training and HRM consultancy will be given priority.

Required Professional Competencies:

  • Ability to lead and manage Industry Training Division.
  • Ability to coordinate and facilitate implementation of processes and procedures
  • Ability to analyze and resolve implementation issues effectively
  • Ability to interact with senior academic and administrative staff in the university and industry personnel.
  • Ability to function effectively in a team environment inspiring trust and cooperation of other team members.
  • Strong communication, negotiating skills and good interpersonal relations.
  • High level of proficiency in written and spoken English.

  • Providing advice on architectural activities for refurbishment/setup physical infrastructure of the teaching and learning facilities
  • Ensuring lighting, ventilation, safety and sustainability in the designing facilities
  • Providing the relevant detailed architectural designs
  • Developing & designing all architectural drawings; in 2D and 3D formats

 

The duration of the service is for 01 year from the date of signing the contract.

  • Strong analytical skills with an ability to evaluate and propose strategic architectural solutions

Call for Proposals - funding under Result Area 1 – Round 2

Proposals are called from all faculties seeking financial assistance for the enhancement of student enrollment in (a) Technology, Engineering, IT, Medicine, Architecture, Quantity Surveying etc. and employment oriented innovative new degree programmes in (b) Science, Humanities and Social Sciences including Management.

Financial assistance will be provided to procure equipment, carry out minor renovations (worth less than LKR 20 million) and/or new constructions (less than LKR 150 million). Note that the selection of proposals for the award of financial assistance will be based purely and strongly on the increase in student enrollment numbers and the justifications provided.
