The Government of Sri Lanka has received financing from the World Bank toward the cost of the Accelerating Higher Education Expansion and Development (AHEAD) Operation and intends to apply part of the proceeds for consultant services. The services include;

  1. Usability testing of the data warehouse GUI
    • All functions will be tested for user-friendliness and a document maintained with recommendations inline with the functional specification provided
    • Material found useful for further awareness will be provided to be incorporated into the website
    • A potential dissemination strategy for the data warehouse, including the development of a short video highlighting the use and functions of the website 

 

  1. Developing material to be used for a research documentation with the aim of advancing current research outputs
    • Review relevant technical outputs and draft written descriptions
    • Discussion with Research Team to finalize content
    • Guide Research Team on scouting for new research development opportunities and proposal documentation
    • Assist in developing two specific proposals for RFPs that have been identified by the research team (one each from the CS domain and the transport domain).

 

  1.  Preparing documentation for uploading project documentation for dissemination on social media and GitHub.
    • Review technical write ups prepared by the Research team and improve them for public consumption
    • Assist the technical staff to improve the presentation of the web pages and social media pages for maximum impact.

The objective of world-bank funded Accelerating Higher-education Expansion And Development (AHEAD) project is to expand enrolment in priority disciplines, improve the quality of degree programs, and promote research and innovation in Universities. The Ministry of Higher Education and the UGC coordinate the implementation of AHEAD, which will have branch Operations Technical Secretariats (OTS) in the universities. One of the interventions is the establishment and operationalization of University-Business Linkage (UBL) Cell for transfer of technologies from University R&D and Innovations.

This non-consultant agrees to provide a dataset accordance with the mentioned key tasks in the following description given by the project on An Analytical Framework for Digital Social Media in Sri Lanka which is under Accelerating Higher Education Expansion and Development (AHEAD) operation.

The main duties and responsibilities of the non-Consultancy service will be to:

Preparation a Dataset from Public Twitter Data.

  • Extract Sinhala and singlish Text posts, Image posts, and Video thumbnail posts.
  • Provide a number of reactions (Like), number of Retweets, Quote Tweets, and comments for each post.
  • Provide the original post ID for each post
  • Extract comments (at least 5) of each post and number of comment reactions (Like)
  • Extract comment replies and the number of reply reactions (Like).
  • Provide timestamps of each post and comment.
  • Provide demographic data (age, gender, location, ethnicity (if available)) of the post publisher
  • Provide data in JSON format.
  • Annotate the data according to their category and severity level of hateful content (definition will be given by the research team)

The Government of Sri Lanka has received financing from the World Bank toward the cost of the Accelerating Higher Education Expansion and Development (AHEAD) Operation and intends to apply part of the proceeds for consultant services. The services include;

  • Establish an Inter-Faculty Teaching Unit under the FoB with procedures and processes for inter-faculty teaching and learning.
  • Propose inter-faculty minor degree programs to improve the employability of undergraduates.
  • Propose suitable performance evaluation mechanisms on delivery and assessment of inter-faculty minor degree programs.

 

 

The main duties and responsibilities of the Consultancy on Inter-Faculty Resource Sharing will be to:

Establishing an Inter-Faculty Teaching Unit under the FoB

 

Proposing ideal values, mission and goals for Interfaculty Teaching Unit of the FoB

Developing a measurable

and comprehensive framework to promote inter-faculty resource sharing at UoM

Preparing a manual to communicate procedures and processes on interfaculty resource sharing to the relevant stakeholders of UoM

Training the academic staff and academic supportive staff on delivery of cross faculty teaching 

Proposal on upgrading staff facilities relevant for inter-faculty teaching

 

Developing cross-faculty minor degree programs via curriculum development and revision

Identify appropriate discipline minors for major degrees using cross-faculty and industry stakeholder feedback.         

Propose the sets of skills required by the employers to recruit the undergraduates through surveys and interactions with the employers.

Identify the skills supported the undergraduates to be recruited for employment

Develop the curriculum and content for each minor using cross-faculty stakeholder feedback.

Identify relevant experts and guide/ initiate them on Teaching and Learning resources development

Consultancy on implementation, monitoring and evaluation processes of the interfaculty teaching

Facilitate implementation the developed curriculum and content for each minor by providing guidelines the relevant academic staff and academic support staff.

 Develop a mechanism for encouraging undergraduates to get enrolled for minor degrees through awareness programs / workshops and seminars for undergraduates

 

Introduce a mechanism to periodical monitoring and evaluation teaching, learning and assessment on the introduced cross-faculty.

Introduce a mechanism to periodically assess the impact of minor degree programmes on the employability

Provide a set of guidelines to ensure continuation and effectiveness of the minor programmes.

 

 

The duration of the service is for 02 years from the date of signing the contract. The service provider is expected to conduct 54 sessions (three-hours) during the stipulated period.

Required Qualifications and Experience:

  • Minimum of ten years of relevant experience in serving different types of faculties (e.g. Engineering and Business faculties) and inter-faculty teaching and assessment in the higher education sector.
  • Relevant graduate and post graduate qualifications (Preferably a doctoral degree)
  • Extensive experience in program curriculum and content development in business allied areas.
  • Candidates with prior experience in the similar capacity or in a state university will be given priority.

 

Required Professional Competencies:

  • Ability to lead and manage advisory team of academic and academic supportive staff in developing curriculum and course content in a university environment.
  • Ability to craft market oriented cross faculty minor degree programmes for the undergraduates of the university.
  • Ability to initiate and facilitate implementation of processes and procedures in the inter-faculty teaching unit.
  • Ability to analyse and resolve implementation issues effectively.
  • Ability to interact with senior academic and administrative staff in the university and undergraduates.
  • Ability to guide successfully delivery of the module content to the undergraduates.
  • Extensive knowledge on the subject content and the practical applications of the same

  • Designing of a module plan for the English Language Skill Development Programme.
  • Develop and implement a method to diagnose English language skills of undergraduates.
  • Providing consultancy in setting-up the writing, reading, speaking and accent training clinic.
  • Delivery of lectures and training to the undergraduates on the set modules.
  • Establishment and the delivery of training programmes to enhance student productions and improvisations in English medium to enhance socio-emotional skills.

 

 

The main duties and responsibilities of the Consultancy on English Language Skill Development will be to:

Set-up a writing, reading, speaking and accent training Clinic

Call for Proposals - funding under Result Area 1 – Round 2

Proposals are called from all faculties seeking financial assistance for the enhancement of student enrollment in (a) Technology, Engineering, IT, Medicine, Architecture, Quantity Surveying etc. and employment oriented innovative new degree programmes in (b) Science, Humanities and Social Sciences including Management.

Financial assistance will be provided to procure equipment, carry out minor renovations (worth less than LKR 20 million) and/or new constructions (less than LKR 150 million). Note that the selection of proposals for the award of financial assistance will be based purely and strongly on the increase in student enrollment numbers and the justifications provided.
