REQUEST FOR EXPRESSIONS OF INTEREST
(Attorney Service for Filing a Patent in Vietnam as a National Phase of PCT - AHEAD/RA3/RIC/MRT/ENG/CSE/ISL/OVAA 15/ 01)
The Government of Sri Lanka has received financing from the World Bank towards the cost of the Accelerating Higher Education Expansion and Development (AHEAD) Operation and intends to apply part of the proceeds for attorney services. The services include;
- Translation of patent document from English to Vietnamese
- Filing the patent application in Vietnam
- Claiming a single priority
- Request for examination of patent
- Publication of patent application
The main duties and responsibilities of the attorney service for Filing a Patent in Vietnam as National Phase through PCT will be to:

The duration of the service is for 01 months from the date of signing the contract.
The Director, Operations Technical Secretariat, AHEAD Project on behalf of the IntelliSense Lab, Department of Computer Science and Engineering, University of Moratuwa, Sri Lanka now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services along with a payment schedule clearly distinguishing between official and agency charges.
Required Qualifications and Experience:
- License for working as an IP attorney
- Registration with National Patent Office of Vietnam
- A portfolio with at least five years of experience in patent filing
A firm will be selected in accordance with the procedures set out in the Government of Sri Lanka’s Guidelines on Selection and Employment of Consultants-2007.
Interested firms may obtain further information at the address below during office hours from 8.30am – 4.00pm SL time.
Expressions of interest must be delivered or sent through registered post including the profile of the firm, in a sealed envelope to the address below, on or before 2.00 pm SL time on 13th May 2022.
