Innovation is not always accidental. Systematic, formal mechanisms in a conducive system are needed to energize and diffuse innovation for economic development. Rukmal identifies key actors of a National Innovation System (NIS) as universities, industry and the government.

He evaluates the effectiveness of roles played by the actors and their networking relationships through document reviews, surveys, interviews, independent reviews and Social Network tools.

Data analysis reveal that while the actors’ traditional roles are evolving, their effectiveness is yet to reach a desirable level.  Interrelationships appear fragmented. Rukmal suggests a simple model with four pillars linked with one connection to build up a strong NIS for Sri Lanka.
